Financial and Patrimonial Division

Activities

The Financial and Patrimonial Division exercises its competences in the fields of financial management, from aperspective of asset management, budgeting and financial control, in relation
to the budget of IPT and SAS-IPT, namely:
  • the production of prospective information, in the financial area, to assist management bodies in making decisions;
  • the preparation of economic and financial maps for annual planning, budget proposal and management report;
  • coordination of the account closing process and accountability in accordance with current legislation and applicable internal regulations;
  • the preparation and submission of reporting maps to the tutelage;
  • internal budget management and technical / accounting studies;
  • ensure the application of legal rules, tutelary instructions and directives of the management bodies of IPT and SAS-IPT, in the economic and financial activity of the Institution;
  • proceed with the analysis and control of the accounting principles, in the budgetary and patrimonial aspects, according to the SNC-AP;
  • proceed with the analysis and control, in relation to the application, to the entire perimeter of the consolidation of accounts, the rules and procedures of internal control, in terms of accounting, assets and treasury;
  • ensure compliance with the Institution's tax and declaratory obligations;
  • study, implementation and monitoring of the analytical accounting process;
  • ensure the financial management of Programs and Pr ojects with specific financing (Portugal2020, FCT, ICA, Ciência Viva, Fundação Calouste Gulbenkian, ERASMUS);
  • control and record income and expenses related to Programs and Projects and services rendered;
  • monitor, control and account for the financial execution of the Programs and Projects and the provision of services;
  • inform and provide support to all those involved in the Programs and Projects and the provision of services.
  • process billing for services and goods abroad;
  • control current accounts of customers;
  • control and register movable and immovable assets, including the calculation of depreciation, slaughter and assignment records;
  • ensure the planning and management of purchases as well as the assessment of suppliers;

  • ensure the management of the Economato and stocks;
  • reconciling financial information in the various accounting aspects, both at the level of internal units and external entities
  • control all means of payment and receipt by the Institution;
  • identify and record the entry of all income and expenses in the information system;
  • proceed with bank reconciliation of accounting and treasury transactions;
  • control the movements and bank balances of all bank accounts of the Institution.
